An idiom that describes a group of people moving around in a casual, aimless, or confused manner. It's often used to describe people in a public space, such as outside a stadium or theater. 

気楽(きらく)に、目的(もくてき)もなく、混乱(こんらん)した様子(ようす)で動(うご)き回(まわ)っている人々(ひとびと)の集団(しゅうだん)を表(あらわ)す慣用(かんよう)句(く)。スタジアムや劇場(げきじょう)の外(そと)など、公共(こうきょう)の場(ば)にいる人々(ひとびと)を表(あらわ)すときによく使(つか)われます。
