Wavering in mind, will, or feeling.  Hesitating in choice of opinions or courses, to sway through lack of equilibrium, fluctuate, oscillate.
心(こころ)、意志(いし)、または感情(かんじょう)が揺(ゆ)れる：意見(いけん)や方針(ほうしん)の選択(せんたく)を躊躇(ちゅうちょ)し、均衡(きんこう)の欠如(けつじょ)で揺(ゆ)れ、変動(へんどう)し、迷(まよ)う。
