Use the past continuous for an action that was happening at a past time. It often gives the background for another past action.
For example, "When I got home, my mother was cooking dinner." "When I got home" is the finished past event. "My mother was cooking dinner" shows the action in progress at that moment. Japanese often uses "〜ていた" for this meaning, but English must use "was/were + verb-ing."
過去進行形は、過去のある時点で動作が進行中だったことを表します。よく、別の過去の出来事の背景になります。
例えば、"When I got home, my mother was cooking dinner." では、"When I got home" が「帰宅した時」の出来事です。"My mother was cooking dinner" が、その時にまだ続いていた動作を表します。日本語では「〜ていた」で表すことが多いですが、英語では必ず "was/were + verb-ing" の形にします。

よくある間違い
Japanese learners often use the past simple for an action that was still in progress.
Wrong: "When I got home, my mother cooked dinner."
Right: "When I got home, my mother was cooking dinner."
Also remember that "was/were" must be followed by "verb-ing", not by the past form.
日本語の「〜ていた」に引っぱられて、進行中の動作でも過去形だけで言ってしまうことがあります。
誤: "When I got home, my mother cooked dinner."
正: "When I got home, my mother was cooking dinner."
さらに、"was/were" のあとには過去形ではなく "verb-ing" を置きます。
